The throttle pushing forward will be the easiest to fix. Attached are a couple of pictures showing the mounting of a counter acting spring that fixes that issue to near perfection. The only challenge might be finding the exact spring strength - but very inexpensive relative to most things airplane. The clamp around the throttle system housing can be an Adel Clamp or any similar clamp or simply a strip of metal with a couple of holes drilled for the securing bolt and bent around the housing. Some might recommend the new split throttle cable eliminating the wide bell-crank assembly used on the IV, but or me, at least, I like the set-up because it allows for the white gizmo in the lower left which is used as a very simple way to balance the carburetors when needed. By turning the white knobs, it allows for adjusting the length of the left throttle cable without wrenches - and even from the cockpit while the engine is running.

NICE! I like it out there. Originally from El Centro, CA. I was stationed there when in the Marines, then ended up moving back in 2015.
